116. (a) The Lamps on Level Crossing Gates must, when lighted, show a Red Light in each direction along the Line when the Gates are closed accross it. The Lamps must be lighted as soon as it commences to be dusk, and in foggy weather or during falling snow.
(b) The Lamps must be extinguished in accordance with the following instructions:- At Level Crossings where a person is on duty during the night, or where a Station-master or Gatekeeper is resident on the spot, and trains are running, the lamps must not be put out until broad daylight. At crossings where no person is on duty during the night, nor any Station-master or Gatekeeper is resident on the spot, or when the line is closed during the nighe, the Lamps must, unless instructions are issued to the contrary, be put out before the person last on duty leaves.
(c) When the Lamps are extinguished during the night they must, if necessary, be re-lighted for the passage of any train that may run before daylight in the morning.
117. Where Hand Gates are controlled from a Signal-box, the Signalman on duty must apply the controlling arrangement whenever it is necessary to prevent persons from crossing the Line.
118. Unless special authority be given to the contrary, the Gates must always be kept shut across the roadway, except when required to be opened to allow the Line to be crossed.
119. (a) When it is necessary for the Line to be crossed at a place which is not a Block-signal post, the Gatekeeper must, before opening the Gates, satisfy himself that no train is near; he must then place his fixed Signals )where provided) at Danger to stop all coming trains, and such Signals must remain at Danger until the Line is clear, when he must close the Gates across the roadway and then take off the Signals.
(b) At Crossings which are Block-signal posts, the Block Telegraph Regulations must be complied with.
120. (a) Traction or other heavy engines, heavy loads of timber, &c., or droves of animals, must not be allowed to cross the Railway when any train can be seen, or is known to be approaching in either direction..
(b) Station-masters must personally request users of Traction and other Road engines in their neighbourhood to give notice to the nearest Station-master on each occasion of their intention to pass such engines over the Railway, either at an Occupation Level Crossing or at a Public Level Crossing not provided with Fixed Signals.
(c) On receipt of this information the Station-master must arrange for a man, with Hand and Detonating Signals, to be sent out at least three-quarters of a mile from the Level Crossing in each direction to secure the safety of trains during the passage of Traction or other engines across the Railway. If the staff at the Station will not admit of a man being sent in each direction, the services of Platelayers must be obtained.
(d) In the event of any person, after being warned, crossing the Railway with a Traction or other engine, at an Occupation or Public Level Crossing not provided with Fixed Signals, without giving notice to the nearest Station-master, the matter must be promptly reported to the Superintendent, with the name and address of the person so acting, in order that the case may be dealt with.
121. Except at Level Crossings where the Gates on both sides of the Lineare opened simultaneously, the Gate towards which road vehicles, cattle, horses, or other animals are approaching must not be opened until the opposite Gate has first been opened, so as to allow them to cross over without stopping upon the Line.
122. No Hand Signal must be given by the Gate-keeper to the engine-driver of an approaching train if the line is clear. He must take particular notice of each train as it approaches and passes, and, if he see anything wrong, he must show a danger Signal to the Engine-driver and Guard, and, if necessary, exhibit his Danger Signal and place three detonators on the rail against any following train or any train coming in the opposite direction.
123. At a level Crossing which is not a Block Signal-post the Signals must only be used for the protection of the Crossing, or as prescribed in Rules 59, 119 and 122.
124. At Level Crossings where Fixed Signals are provided the Gatekeeper must test their working both by day and by night. Gatekeepers and others in charge of Gates, Signals or Points, must give notice to the Inspector of Permanent-way, Foreman Platelayer, Ganger, or other person in charge of repairs, immediately any repairs are required thereto; if any part become defective or broken, or should any Gate not close properly and fasten itself on the instant of it being shut, they must immediately request the nearest Platelayer to have the same put right, and the matter must be reported to the nearest Station-master.
